It is mandatory that the agency earns the trust of the employer before conducting the service. With contracts and insurances, this should be easy. The housekeeper is not a problem of the employer here. The trust involved is about skills, and security.

When it comes to hiring a live in nanny or looking for live in housekeeper jobs, the trust factor is different.
